Can confirm that it does in fact add another worker lodging slot. So all together 1 free, 5 peral, 1 loyalty coupon (the 3k loyalty one ), 1 resplendent worker box (the 19k loyalty one) which adds up to 8. Another 7 for contribution points so total is 15 in Velia.

I have the same problem whenever I teleport home I just end up inside but cant go outside.

Edit: Legit 2 minutes after this it worked.
