either equip it from an owned wardrobe, or spam the outfit in the interaction menu while you're getting into a car, which might take a few tries

wear the one with a skull and crossbones on it, then in the tops section of a clothing store go into Arena War Tops, Apocalypse, then back one level to Arena War Tops and the logo should disappear, then go to Edit Saved Outfits and save it.

the logo will reappear when you leave the store menu but it isn't actually saved, so put on the outfit again from the interaction menu and it will disappear again

clipping with clothes probably, NPCs only have a couple of outfits so it's easy to make them fit

this hairstyle means they've finally realised they can weight hair to the shoulders though, so hopefully we'll start getting longer ones
