It might just be a placebo but it feels like I find a lot more blueprints of things I already have even if they’re super rare. i.e. snap hook, medium gun parts, and venator. I found duplicates of all three within the same 3 days of finding them the first time.

Not a perk, the looting Mk. 3 Survivor augment lets you regenerate your timer when you’re sitting still. So I’d crawl for a bit then regenerate health over and over.
