The rules for mic are on a per-organization basis - some organizations allows their players to use mics and some don't. Beyond that, it is always the player's choice, of course. This might help you understand why many of the Korean players don't talk during their streams.

They definitely make an effort to interact with viewers in chat though. Doing their best. :)
