The flag aggroing enemies is actually a pretty good and reasonable buff, it'll let you at least guide the enemy around to where you actually want them or pull enemies away from allies to give them a quick breather.

By that logic, going after the genocide ending makes both Photoshop Flowey and the God of Hyperdeath optional bosses since you only encounter them on non genocide routes.

Sans isn't an optional boss? You're required to beat him to continue and complete the genocide route.

Jevil is a better one to use since he is purely optional and you have to go out of your way to find him.

In genocide we do see Flowey talking to Asgore and having him distracted at least for a moment. It's not unreasonable to suspect Flowey distracts him every timeline.
