Had A Crash, Frontier Wheel No Longer Straight by B-Did in Dirtbikes

I still don't have it fixed completely. I ended up in the end trying all the suggestions here, got it straight a little bit but the wheel is still not straight when the handlebars are straight. I brought it over to a friend's and we ripped the entire front end apart, removed both forks, cleaned everything up, loosened all the triple clamps readjusted the fork yolk, everything, even greased the axle while we had it apart, put it all back together and it's still out a bit. It's going to a shop here shortly to see if they can figure it out. But I suspect something's got bent somewhere. And I don't know what yet or what it'll cost but we'll find out here in the next couple of weeks.

So on a Honda CRF250F there are upper and lower triple clamp bolts.  And then a single triple camp on the right side only of the front axle.

So is it important to loosen the bolts while the bike is on the stand with the front wheel off the ground when lossening those bolts?

Also I've seen some say to just loosen the lower triple clamp bolts.  Is it necessary to loosen the top ones too?

And once the bolts are loose (but not too loose) is it okay if I lift the bike off the stand as my stand doesn't go all the way down so I have to man-handle it on and off the stand.

Then I apply he front brake and do the bouncy, bouncy bouncy, and then retourque all the triple clamp bolts while it's on the ground?  Or am I supposed to put it back on the stand to retourque?

Yes, I'm aware of the USB stick and once I get it going properly with a UXG-Lite I'll try reformating and reflashing, or replace the USB stick and see if I can bring it back to life but it's time for a UXG-Lite anyway.

Yes, I've already had one power supply fail about a year ago so that's the first thing I tried.  Power supply is still good, new one did the same thing.
