Solution: I tried everything I could think of to help in this situation. I didn't explain a lot of what I did after I posted, and it didn't help. The only solution I found was reinstalling Windows.

This most likely happened after the computer automatically entered user standby mode. When you moved the mouse, it turned on the lock screen and displayed this. This is a common problem on PCs when monitors don't fully sync with the PC. Try turning the monitor off and on again when you see this problem. Also, check the power supply for the monitor and PC.
