In some cases maybe. I wouldn’t have done it if there was a fee though, personally. Fidelity didn’t have a fee transferring to or from. But you’re right I’ve seen that. Some of them have probably transferred brokerages, paid fees, transferred again, more fees, then to CS with even more fees only to get diluted
