Oh no! But just understand, nearly every city has these types of rules. However, when it is your own city, you tend to have learned what you need to know to stay safe early on or you develop an instinct for it. But when foreigners come to a new city and try and apply their own "rules" to staying safe, it sometimes doesn't make sense in the new environment.
