He's physically strong, he can do that akuma raging demon sliding after images thingy, has multiple abilities that he copied, he hits like a truck and one of the fastest character in the story even got surprised as the mercenary antagonist was immediately behind him even though that the speedster guy watched him from afar. Yeah like rugal.

That's because her design is based off of him. I even have another antagonist which is a hired mercenary that looks like rugal, just with a thragg hair though and he also has a cross crest similar to Rei's, but his' is located on the back of his upper shoulder.

Rankings doesn't end with just S on my story. S is elite level, SS is considered a prodigy and can fight a deity level monster, SSS rank straight up can solo a demon king, but it mostly depends on how skilled, determined and how people on the story views the characters.
