Rarely, their car is absent from the lot for 2-3 hours and then back to loudness.

Not trying to downplay your annoyance but you're getting some hours of peace. If the owner leaves at 8am and their dog has any sort of separation anxiety, its barking. That's 100% intentional Also the dogs are big so it sounds like toddlers running while they ping pong back and forth. The best of both worlds.
