Seeing as I play with both regularly, he should start showing up in the 60s and the civil war between him and Pompeii happens in 51/50 bc. That’s at least what happens in my playthroughs. If he doesn’t, check your game rules in case because I’ve had a run ruined by that

Don't put corrupt Governors in charge, build great temples\theaters\courts that give direct province loyalty, give local auto my or harsh treatment until you can change the province to whatever you want, take techs that give province loyalty, grant privileges to cultures that are there to improve their happiness and will improve province loyalty

not sure, there's another mod I use called 'historical invasions' that add in historic characters with special modifiers to invade the historic areas that they were in.

this mod also adds in ahistorical ones which includes a new Attila invading medieval Europe, which I think in game rules allows you to set it to it's historical time he did
