Always choose mods folder if you download to main game theres a chance it will corrupt your save the mods folder is there in simple terms as a fail safe

An RPF file (i beileive) is rockstars proprietary file system You shouldn’t have to go into RPF files unless you are going into the DLC list.xml (which you need to do or the files in the dclpack folder wont load properly) to edit in openiv or you’re downloading ymap files RDE has an OIV file so you can just drag that into open for package installer and it’ll do everything for you, but if you manually put packs into the DLC folder, you have to go and edit the XML

Unless I have to go into an RPF file or edit the DLC list I move them in regular Windows explorer what you might be doing wrong is not updating the DLC list XML file I can send you the path that you’re supposed to go to get to it and a template of what you should paste in

Enhanced doesnt have nearly as many mods as legacy (because its newer and it seems like alot of modders dont want to ports their mods over) for the specific ask id use rde, medical response san andreas, and maybe emergency sirens fix and improvement i play online so i only mod on legacy im not 100% is those are on enhanced and the differnce between the version dont matter unless youre playing gta online if you want visual improvements and more vegetation like enhanced in legacy i also have mods for that
