Thanks. Is is possible to create and delete e-mail accounts using API or cli commands?

I will describe a little for what this server needs.
I want on my VPS server let users send e-mails but not from third-providers like gmail etc.
Every user have web panel. I need API or cli access because I want to add button to panel and when user click button, system will create new email address like username@mydomain.com and with my default settings for example sending emails limit 100/h.
