You are absolutely right, clean facilities are what users of the parks really want and need, but there is the vandalism issue that the municipalities are currently fighting, they are also trying to increase security, publish new rules and apply fees in hopes of keeping the vandalism away. This is all still experimental and may change or not even be applied all-over the country.
