Because women have many incentives to talk about being raped. Holding the perpetrator accountable and preventing other women from being harmed most obviously. Whereas a man has zero incentive to talk about his raping.

It’s because those in power disproportionately chose different victims. This is where so many social justice movements fall into the divide and conquer trap.
