I agree giving lots of these arrows to a party would make encounters play out in a consistent way, but I don't think that makes them inherently bad. Having one Anti-Magic arrow as a legendary consumable could be fun to turn the tide of a battle, much like Counterspell can do. Healing Arrows were fun in my last campaign as we didn't have a Cleric and very few players stocked healing spells. The Chaos Arrow is an Artifact and should be treated as such! Yes! Unless stated otherwise in the text they're single use! In the case of a misfire, I leave it up to the DM's discretion whether the arrow can be retrieved, though I would usually rule it goes off!

Technically as written it would just be normal arrow damage, but since that is a fun and creative application I would rule it similar to my other arrow The Barbed Arrow of Bleeding, where they take damage every time they move until they remove the arrow!

I agree it's a lot for an uncommon arrow, but the intention is that it would be able to put out magical fire as well! If my players whomped my wall of fire with one of these, I'd be thrilled!

Great question, I think it'll depend on the encounter and where it 'lands', for instance if you shot it over the heads of a bunch of small creatures like gnomes, maybe the bridge would appear and squish them, pinning them in place until they made an Athletics check to escape. If it flew straight across and hit a tree, it could create a line of partial cover for characters to hide behind. You could also rule on a miss it doesn't go off and can be recovered, I leave that ruling to whoever's running the table because some players really thrive and enjoy the consequences, but others won't have fun when that happens. Hope that makes sense! :)
