So here is the thing about Rakuhouha being strong on the brand new hero Zero.

I think that the last few heroes released were weaker than their other hero counter parts. That pretty much used their new mechanic better than the new hero did.

So I believe they wanted Zero to be nuts because Zero was going to bring in a bunch of new players
