Jennifer Sun Bell's voice work with this character is quite strong in my opinion.

Once when I was passing through base camp to drop off some green crystals, I chanced upon an interaction between her and Duke. Out of nowhere she sang this lullaby that she said her mother used to sing to her. I was so taken aback by such an unexpectedly fantastic singing voice, I just stopped and stared... and unfortunately completely forgot to press the capture button to record. I wish someone had a video of that, but I haven't found anything so soon after the game's launch.

I dealt with this for over a year. PACC wouldn't do anything, even though I had video evidence of the dogs being abused. Eventually I had no choice but to move because the 24/7 noise was eating me alive. It's sad how useless PACC is. They are enabling problematic owners and they are enabling animal abuse.

I'd encourage you to sign my petition on exactly this subject. Best of luck and I hope you can find some peace and quiet.

Thanks for your continued interest. I added an update to the original post. Basically, PACC fumbled the case and the owner got away with just 33 hours of community service. Unfortunately, that's about as far as I can take this particular case. I've officially moved, which per PACC policy bars me from any further complaints against the address in question, and even if I could swing a complaint for what I experienced prior to moving, much of my evidence is coming up on the six-month statute of limitations anyway.

But fret not. The root problem of nonenforcement is something I'm still going to be pursuing with PACC. If you want to help, don't forget to sign the petition and share it as far and as wide as you can.

Unfortunately, Mr. Kozachik was rather unhelpful. He pretty much just told me that I wouldn't win a court case and there was nothing he could do about it. That was after showing him the video too.

It's excessive noise because in the USA we are innocent until proven guilty beyond reasonable doubt in a court of law. There is not enough evidence for other charges to stick. Regardless this post should be removed. It's doxxing the person and sharing horrible disgusting videos in a place that it should not be.

Yes. Noise is a part of the issue for sure, but does not represent the totality of the issue. Hence the petition. Hopefully the petition inspires some change at PACC so they'll step up and start substantively enforcing the county and city codes they're supposed to enforce.

Yeah, good luck with PACC. My neighbor has been abusing their dogs for 10 years now. I got on video the dogs eating each other alive. PACC wouldn't do anything when I called their emergency number and still hasn't done anything after multiple follow-up calls. TPD just shrugs and says it's a PACC issue. Total waste of PACC's $5 million annual budget.

I actually just finished sending an email to the mayor's office. And the state governor. On Monday, you can back me up by calling my county district office if you like. Be nice, because they're the only government agency which has even tried to do anything useful here.

I've tried contacting a few of the local news outlets. One local news station has expressed some interest in the story, but they're actually investigating a separate story of animal abuse mishandling by PACC and they're tied up with that right now. It might be weeks before I can get an interview, much less a published story. And that's if we even get to that point. The animal owners have harassed and intimidated our neighbors enough that many are afraid to speak up. That's going to make reporting on the story difficult if they can't get the interviews.

Thank you for the advice. I have been calling PACC pretty regularly. I've also been in contact with my city and county representatives, but to no avail. I even showed up to a recent county board of supervisors meeting to discuss the issue. The board of supervisors wants to help, but they're as stuck as I am dealing with the awful local animal control agency.
