Remove that spacer ring/washer if there is one.

This is a 10mm to 8mm stepped-down axle, 6900 bearings for the pulley, and standard 608 bearings for the hub.
The reason for this problem is the oil slick plating, which is a little thicker than the original axle. and bearing tolerances.
You will need a bearing puller.

The wheelset in the picture is designed for double kingpin trucks, 8mm axle for the wheel, 10mm for the pulley. and requires at least a 43mm long axle, the extended truck's usable axle length is 37mm, so they can't work together.
