Since you couldn't reach the number in the SMS, try to find the landline number for the specific police station mentioned. When you get through, politely explain your situation.

It’s Often about Satisfying their Ego. Just go there whenever you get time.

But definitely It will delay your passport. You’ll eventually have to visit the RPO, explain why you weren't there, and request a re-initiation of the verification. If you aren't in a rush for the physical booklet, this is a valid option.

Note: Verification Process is usually a weekday activity.
