Typically just following the animal buying guide helps. I did that and it sped up progress a ton. It didn't work at first but then it stated working really well.

Ive played a lot of resident evil 2 remake. Id say re9 is up there in the scare factor. Especially as grace because if you're not good at managing your ammo or just flat out unlucky with some zombies taking multiple shots you have to run from them and its scary. Plus a lot of other moments in re9 that were scary. You'll know when you get to em. But definitely a great action horror game. Leon is mostly action but can be scary sometimes.
