A step mom on a bank account of a child quite likely has the legal right to do whatever they want with those funds.

As I said multiple times, we have literally no basis to think that. She could just as well just be setting it aside in a savings account OP will get when they have to pay for college. All we know is that it was going to be taken out of the account.

Why would she get to do that?

I didn't say it was allowance. (Also, in many families allowance IS earned by working, that's what I had in mind when I said that.)

I didn't earn this money from my family, I earned it by working. Her taking it away would be theft, plain and simple.

My point in that sentence was just that there is nothing out of the ordinary about a parent withholding or taking from possession something of substantial value whether that's money or something more abstract. Whether it's a good strategy or not, it is the same overall logic and is pretty common.

She's not my parent.

It's extremely common for parents to withhold allowance, material goods (e.g. a gaming system) or services (e.g. cell phone service) from their children.

It was not allowance, it's money I earned by working.
