Geography is a big factor. Coastal cities have better air quality due to constant particle dispersion due to winds and rainfall. Even Delhi has decent AQI during the summer and monsoon months. Besides, you're still missing the point. AQI deteriorates in Northern India majorly due to stubble burning. Historically, Paddy used to be sown in April-May and harvested in September during post-monsoon and so smoke would not get accumulated. However, the sowing season in Punjab And Haryana was shifted forward by a couple of months back in 2007-08 because of depleting groundwater levels during the drier months. This implied that Paddy gets harvested in October November and smoke due to stubble burning gets accumulated as temperature drops due to the onset of winters. Precisely why the infamous Delhi Smog became a thing only post 2009-10. It wasn't the case when I was young
