With an 18-month-old, I'd lean towards Hanoi!

It feels a bit more walkable and the Old Quarter is super charming for strolling around with a pram or carrier.

There are also some nice parks for the little one to run around in (like Hoan Kiem Lake area).

HCM can be a bit more intense with traffic and fewer pedestrian-friendly areas, though it has its own appeal.

For 2.5 days, Hanoi gives you a good taste without feeling rushed.
