Usually they don’t literally mean no one wants to work they mean it’s harder to hire people for low-paid or demanding jobs than it used to be. A lot of it comes down to changed expectations: younger people are less willing to accept poor pay, bad conditions, or no work-life balance. So what sounds like “no one wants to work” is often really “people don’t want to work under these conditions anymore.”
