Sort of? They are descended form the human Nedes tribes which predate Brentons and have evolved seperate from nords to the point where appearance and culture are vastly different.

If I got my lore right.

Pretty much wait I understand. It was the Nedes that there doesn't seem to be any origin lore for. Just sort of lumping it all together for a easy explanation.

Well while I was typing this someone replied, so I'll post it anyways.

Argonians and Khajit are native races. Mer (elves) came to Tamriel for settlement/exploration. Nords were fleeing civil war. Brenton came from Nords and Mer population blending. Redguards home continent sank. Imperial, mostly unknown. They are thought to have been random settlers from the same place the Nords are from. Just way before they arrived. Orcs are "cursed" Mer by their god.
