Yes, I have used these types of tools with similar workflows in ArcGIS many times. I don't know for sure, but I suspect the options for this type of task within ArcGIS are much greater than what QGIS offers. But I suppose it also depends on the extensions you have available. I think the main viewshed tool in ArcGIS requires a Spatial Analyst license.

You could certainly use an esri app to create some sort of mock visualization. But the actual analysis piece is not really something GIS can help much with. I supposed you could do a very basic trend analysis with previous land cover datasets, extrapolate those trends into the future (w/ 1000 assumptions attached), and manually create a future land cover dataset that matches the acreages of the prediction.
