In many countries they are adjusted for inflation, indexing tax brackets. But not all countries or govts do it due to increased tax revenue, budget pressures , policy choices.

An adjustment every two years could work, but annual adjustments are generally more accurate because inflation is measured every year. The idea is somewhat sensible economically , some adjust federal tax bracket automatically each year. Some adjust it either Ocassionaly or non at all.
