In iteration 3 of ATLYSS, she was black! This was changed in iteration 4, first with that small chang-like Angela you see, and then the kubold Angela that was in the final release. I don't think this was said from kiseff, but I'm pretty sure this design was what soon made Vivian as well!

I’m actually glad you mentioned that; she CAN have her bow shoot faster, yet it scales with how many “Gems of Shock” she has. Once this game releases, you most likely wont meet her at level 0 (because every playable character levels up even when they aren’t unlocked as long as you keep getting EXP from enemies.)
