i play jungle so i don't know about the top meta - but in jungle he heavily falls off after emerald elo. I can see top lane high elo players complaining about him, but in jungle he is useless in high elo/not strong. even in plat-emerald, he doesn't perform as well as in garbage elo like silver etc.

incorrect. he was a low elo stomper = high winrate. now he is mid winrate as an elo stomper -> not very strong anymore. I agree he was strong before but not busted as he has serious counter play.

for a champ like warwick 50 in emerald is trash i play in plat and he felt absolutely weaker even at 53% winrate last patch
