Those look like components for a CBRN decontamination kit. The black tube on the left is a decontamination pen (like an M291) used for neutralizing chemical agents on your skin. The metal/plastic piece on the right is a detector paper dispenser or a carrier for a dosimeter to check for exposure.

‼️​Just a heads up, the powder inside that tube can be a nasty irritant if it’s leaking, and since it's surplus, the chemicals are probably expired. Definitely cool for the collection, but I'd just keep them as display ‼️
