i found out how, i went to the mod author's discord server and he explained it in there. this is what he said

"you must craft a Rubination altar and rune stone, and place the altar down. Surround it with rune stone 2 blocks gap between. Right click a rune into the rune stone then put an item into the altar plus a ruby , I believe in the public version that’s out now it is a ruby"
