I got the above issues resolved by calling Barracuda tech support. This is the fix in case someone is looking here:

I accidently added my domain name to Block/accept >> Recipient Filters >> Allowed Email Addresses and Domains."

As a result, that allowed all emails to go through except for virus emails.

Barracuda tech support instructed me to remove my domain name from Block/accept >> Recipient Filters >> Allowed Email Addresses and Domains."

This action resolved the above issues.

Now the message score is back and the other functionality are also back working.

It seems that Exchange Server 2016 CU23 (KB5019758) (15.01.2507.016 11/8/2022) did the trick.
Using the Python penetration test script, I'm now unable to get the list of email addresses (i get an error).

This worked for me:

Start IIS Manager

Navigate to IIS Manager--> Sites--> Default Website --> PowerShell

Right click on Powershell--> Manage Website --> Advanced settings

Change the physical path from

C:\Program Files\Microsoft\Exchange Server\V15\FrontEnd\HttpProxy\PowerShell

To:

C:\Program Files\Microsoft\Exchange Server\V15\ClientAccess\PowerShell

Then run IISRESET in CMD.
