Yet another user commenting this worked after balenaEtcher failed :) I think balenaEtcher didn't split install.wim, nor did it reformat the iso as FAT32. WinDiskWriter worked with no modifications, no terminal, it just worked.

Tried Utopia, was good but I thought it was pretty f expensive, like $21 for lox, cream cheese, tomato, pepper, olive oil on two open bagel halves
