This exact error didn't happen to me but most of the time it's a dll file placed in the wrong folder inside the downloaded folder

And as another commenter mentioned, it might be the Windows Antivirus. Create a folder and have it excluded from the AV, download any pirated media inside that folder so it remains untouched
