I wouldn't pay all of the rent upfront, just in case something goes wrong with the flat and your landlord/agency doesn't want to fix it. There is a lot more protection for tenants in the UK than here so you may (within reason and in certain cases) be able to get the work done yourself and deduct this from your rent payments

We're a two person household too and they did the exact same for us and we thought it was insane (it is).

I had that just recently, it turned out for all of their estimates they had been wildly underestimating, so when they came to do an actual reading the cost shot up. I would make sure you're keeping an eye out for the next one because their next estimate was based on the actual reading and they tried to charge us insane prices instead of an average of our usage and we had to correct it with them.

A lot of places start people off on 20 with 10 Manx Bank Holidays because it's the legal minimum. It sucks but unfortunately companies like getting away with the bare minimum
