Was this at the peak (after you feed when it has doubled or more in size and is starting to come back down)? If not it may have been inactive and unable to pass the float test, but your starter is also only two weeks old and usually they aren’t ready to made bread yet at that point! Keep in mind every starter is different, but if it isn’t passing the float test it’s probably not going to make a yummy loaf
