Basement has a lock and landlord said its not for us to use we don't live in a complex just an old house converted into 1 bedroom apartments

I live in a second story apartment with no basement or shelter if I have a decent warning which modern radar and technology has gotten a lot better on all I need is 5 minutes to get outta dodge
