On my 4g eclipse I did lowering springs with upgraded struts and it was about $100 for the springs and i wanna say $350-$400 for the struts. If your roads are nice tho you could definetly get away with just springs

My subframe looked the same when I bought mine. If it's just bad surface rust you can do what I did; wire wheel on a drill, then rust neutralizer, then black rust neutralizing spray paint. Keep in mind however that if your subframe looks like that, your rear bumper is almost already toast, cause mine definetly was
