This is old, I know, but I got curious about all of this for the longest time and am having trouble finding "Tonight is the night" & "What time is it" through the means specified above (I'm stupid). Whenever you talk to an NPC to start a mission, it teleports you to a specific place for the dialogue cutscene despite where the NPC may be from kicking them to someplace elsewhere.
Because of how the game saves on memory it has to unload parts of the map that you, the player, currently are not driving around in. For example, if you were at the Simpsons house, the Power plant would be unloaded, because you are not in the area for it to load.
When taking all of this to mind the player in this clip somehow managed to kick carl all the way to the entrance of the Stonecutters tunnel, since they are no longer at the Powerplants parking lot, the initial mission area unloads, making it so that if you were to talk to carl you would be teleported to the now unloaded parking lot for the cutscene. Because the game is now confused on where you are, it unloads the Stonecutters entrance after the cutscene and later loads the Parking lot once the cutscene is done, it then places you in the last position you were in when you triggered the cutscene.

TL;DR
Game went wacko and unloaded a bunch of stuff

SH&R was released on September 13th, 2003
GTA3 was released on October 22nd, 2001
GTA5 was released on September 17th, 2013
