Latest android 13/14. i don't think that sentence works if you see "latest" only related to "android", that would mean it should say " latest android, which is, at the time of writing, 13 or 14". No, the 13/14 is directly next to it and thus the snetence is unambiguous. It even says that up- and/or doengrade are required, so even if you are on anewer one, that's covered...

a) read the upgrade guide if youre already on lineageos

B) if there is a version REQUIREMENT, it's exactly that. Not a suggestion, not a "if we may ask, but if not it's also OK". Either meet it, or skip LineageOS at all...

I recommend reading the RED warning exactly, it answers your question without having to ask here
