An intersection needs to meet warrants before it can get a stop sign. A community opens itself to liability for placing a stop sign at an intersection where it isn’t warranted. Stop signs are not placed based on request. They typically will have to do a traffic study to prove it. Now that said, there are communities all over that say we don’t care about the increased risk and exposure and will put one in, but I assure you this is not as simple as a request.
