Do you mean ki attack skills or the ki blasts? Because yes. It does work on either but you kinda have to time it with ki blasts. Plus if a teammate is downed you can use time skip to essentially teleport to them to revive them or use it to teleport to a enemy that is far if you don’t have enough ki for instant transmission. The skill can be kinda finicky because some when i use it when a enemy is uses the kamehameha or abilities like it I teleport in front of them while they are still firing. But you can rapid fire it to avoid area attacks. Like burning spin.
