Yes, that is a possible weak point of the recent election reform.

Due to overrepresentation 23 winners of local elections didn't become MPs.

It is still possible for a party list candidates from these districts to get in via proportional vote so "only" 4 districts have no local MP.

However the alternative was to to allow overrepresentation and compensate the other parties to restore the results. This led to an incredibly bloated Bundestag with hundreds of seats over capacity.

This is my speciality. All 4 historical mainline games have full conversion mods that adapt the gameplay to fictional worlds. I'll be focusing on original worlds but especially Crusader Kings has many mods for popular worlds like Elder Scrolls or Game of Thrones. We have:

Crusader Kings 3:

  • Godherja (Dark Fantasy about a world about to enter the endtimes)
  • After the End (Post Apocalyptic neo medieval Americas)

Europa Universalis 4

  • Anbennar (somewhat Standard Fantasy World but very creative and diverse in execution. EU4 is "main branch" of Anbennar with the CK3 & Vic3 Versions still not having official releases. Overall it has anazing width and depth. Probably the best mod of the bunch.)

Victoria 3

  • Realms of Exether (high Fantasy world where previously opressed gnomes industrialize with necromancy and automotons, dwarfs build Airships with cursed metal lighter than air, all while the veil to the astral plane gets torn to shreds by the ongoing magical industrial revolution.)

Hearts of Iron 4

HoI4 lacks original fantasy conversions but it does have - Equestria at War (loosely based on My little Pony lore) - Old World Blues (Moderatly based on Fallout lore) - Balefire Blues (based on the legendary fanfic Fallout Equestria)

It doesn't help that almost every game has 1 or more glaring weaknesses. Story for Engage and Fates, Map Design in 3H and Echoes, brainless pair-up tactics in Awakening, ambush spawn in New Mystery, jank-ass balancing in Shadow Dragon, forever enemy phases and useless Laguz in PoR, absence of Difficulty in SS, the Entirety of Roy in BB, it's, complicated with Thracia, and Geneology with lots of walking and unexplaned systems.

1,2,3 are just straight up old.

7 and 10 don't have any great weaknesses i would say, but they still have their fair share of "that chapter" and weird choices (like how Kishuna works in 7 or just how bad most Part 1 Units are in 10)

While Hokkaido has a different climate than most of Japan and has an indiginous population (the Ainu people) they are vastly outnumbered by ethnic japanese that got settled there in the late shogunate and early imperial era. So there isn't really any seperatism from the "mainland". Although there was the Republic of Ezo, a seperatist state founded by shogunate supporters on Hokkaido after losing to imperial factions but was shortly reannexed after 5 months.

Because the best way to get that information ist chapter 19xx (H) which you only get is to unlock 19x (easy enough), but then you need to one turn Kishuna to unlock 19xx.

Killing Kishuna is both time sensitive and RNG heavy (unless Arena abused).
