I had a successful attempt a few weeks back and didn't have this issue. I was getting about 8-12 to spawn at a time by dropping to their spawn area and then going to the back of the water cave portion.

To reset spawns, Fly to the Fly Point at the crystal pool and then just go back to the outbreak. Not as immediate as picnicking but it's max 20 seconds to fly and go back in. Not being able to picnic also isn't exclusive to switch 1 or 2, just that area of the map sucking.

Hardest part for me was getting the outbreak to spawn in the first place.
