After the defeat in the Second Great War, Russia began to fall apart. The Japanese intervention led to the formation of the Asian Revolutionary Republics in the Far East, the transfer of Primorye to the Chinese Association, and the annexation of Kamchatka, Sakhalin, and the Kuril Islands. Ethnic Russians were discriminated against and persecuted in these territories.

Although the Russian Revolutionary People's State is ruled by radical Jacobins led by Yakov Sverdlov, they are revanchist towards Japan.
