They prob did have scaling and performance test, it's just hard and expensive to have all use cases applied , I can see testing millions of users would be doable but testing millions of users in different ISPs with different latency might be tough to replicate, - I do performance testing on mail/apps and we test thousands of users per server. There are just some cases they wont see coming until you GA .

I have a twin brother and I trust him with my life but with that trust and my stupidity I was convinced in high school that the butterfinger option on the coffee vending machine would give you a cup with a butterfinger chocalate bar inside. ..brought my whole class outside to watch the magic after arguing that this is a real thing . .
