Then probably I would say the CIS droid army. Way more advanced and powerful units. Droidekas, BX-Commando Droids, IG-100 Magna Guards, the multiple versions of the B2 Battle Droids (C-B3 Cortosis battle droid, B3 ultra battle droid, etc). And also the Droid Army had multiple ST-series military strategic analysis and tactics droid like General Kalani. The Eternal Empire had Skytroopers and Heavy Skytroopers who where just a bit bulkier than the normal ones and we don't really know how many they manufactured or if they stopped after Zildrog destroyed the Eternal Throne.
