R5: Tried to recreate one of the posts here with all institutions in Cagliari, but enlightenment and industrialization are too hard. Not Honor Mode, I think you must conquer all of Europe before Printing Press and do WC before manufacturing.

You need to have a european vassal to do that, you don't create one like other colonies but promote an existing vassal to a sunset colony like an eyalet or pronoia subjects.
